Leonard Cohen stworzył Democracy pod wpływem przemian demokratycznych związanych z końcem zimnej wojny. Artysta nawiązuje tutaj m.in. do upadku Muru Berlińskiego, co miało miejsce trzy lata przed wydaniem płyty The Future (nadchodzi przez pęknięcie w murze) oraz protestów na placu Tian’anmen.

 

W opozycji do euforii związanej z upadkiem komunistycznych reżimów, Cohen wyraża własny sceptycyzm wobec przyszłości, co jest zresztą motywem przewodnim całego krążka. Kanadyjczyk krytycznym okiem patrzy na kraj swoich południowych sąsiadów, ojczyznę tytułowej demokracji, przypominając, że Amerykański Sen nie jest pozbawiony ciemnych stron.

 

Artysta wspominał na łamach magazynu SongTalk:

 

To było kiedy upadł Mur Berliński i wszyscy mówili o tym, że demokracja idzie na wschód. A ja byłem jak ten smutny gość, który zawsze zjawia się na imprezie (...) I powiedziałem: „Nie sądzę, żeby to stało się w taki sposób. Nie sądzę, żeby to był taki dobry pomysł. Myślę, że konsekwencją upadku muru będzie wiele cierpienia”.

 

W tej samej wypowiedzi Cohen odniósł się również do obecnego w piosence problemu demokracji w USA:

 

Właśnie tutaj tak naprawdę toczy się eksperyment. Właśnie tutaj naprawdę dochodzi do konfrontacji pomiędzy rasami, tutaj klasy, płcie, nawet orientacje seksualne ścierają się ze sobą. To jest prawdziwe laboratorium demokracji.

 

W typowy dla siebie sposób, Leonard Cohen miał pisać tę piosenkę na przestrzeni trzech lat. Jest pięć lub osiem zeszytów, zapisanych wersami do „Democracy”, powiedział artysta.
